Powys care home occupancy reaches 90 per cent under new Shaw contract

Occupancy in Powys County Council's care homes had reached 90 per cent by 29 October, the council says, five months into a 15-year contract with Shaw Healthcare. Councillors on the Health and Care Scrutiny Committee will receive an update on the Powys Owned Care Homes Programme when the committee meets on Wednesday 11 November.
More beds bought in advance
Under the contract, which began on 1 June 2026, the number of beds the council buys in advance has risen from 213 to 249. Most placements previously bought at market rates have been converted to these block placements, which the council says makes better use of existing capacity and reduces avoidable and unpredictable spending. Early improvements are being seen in assessment and admission rates, though the council says consistent performance remains a focus.
Respite care and five area homes
The council is reviewing respite care after increased demand, particularly in summer 2026, and is considering bringing back a small number of designated respite beds across five homes. The next phase will develop business cases for five proposed area homes, offering residential, dementia, nursing and complex care. The council says funding, development and ownership decisions are separate and still to come.
Cllr Pete Roberts, Cabinet Member for a Caring Powys, called the early progress "encouraging", adding that "significant work and formal decision-making still lie ahead". The report is being presented for information.
