The Llywydd will write to Senedd members before recess with further details of the review into smart glasses and other developing technologies. Huw Irranca-Davies made the commitment during Commission questions on Wednesday 21 October. He described the initial review as well advanced and said the letter would explain how members could take part. He did not announce a completion date or a new blanket ban on smart glasses.

The recess timetable

The Senedd’s confirmed autumn half-term recess begins on Monday 26 October and runs to Sunday 1 November 2026.

What the existing rules cover

The Commission already restricts filming and recording on the Senedd estate without the relevant authorisation, the Llywydd said. Those restrictions apply regardless of whether a phone, smart glasses or conventional equipment is used. The review is intended to keep policies effective as wearable and AI-enabled technology develops. He said it must protect members, staff and others using the estate while allowing appropriate, authorised uses, including accessibility benefits.

The next step

Irranca-Davies welcomed contributions from members and outside organisations with views on assistive technology and recording safeguards. He said he was not pre-empting the review’s outcome. The account is based on the Senedd’s draft Record of Plenary. A promised explanation of the review process is distinct from a final policy decision.

  1. How does it compare?

    • A letter explaining participation before recess is not a commitment to finish the policy review by then.

    • Existing recording authorisation restrictions already cover devices; the review may change guidance but no outcome was announced.
