2,927 referrals for adults at risk of abuse or neglect in Wales in July, the most since the count began

2,927 referrals and reports were made about adults in Wales suspected of being at risk of abuse or neglect in July 2026, the most in any of the 29 months counted. These are cases reaching a council, not a headcount of people: one adult can be referred twice. The figure sits in Social services capacity and demand: March 2024 to July 2026, published by the Welsh Government on 2 September. June had held the high at 2,633, July 2025 at 2,515. July runs high every year here, so some of the record is seasonal, though the year-on-year climb is steepening: 9 per cent in 2025, 16 in 2026.

Seventeen of the 22 local authorities logged more referrals in July than in June. A different but overlapping 17 logged more than in July 2025. Neath Port Talbot moved furthest on both, 117 in July 2025, then 178 in June, then 236 in July. Flintshire is the sharpest faller on the year, 254 against 123, although it edged up on the month from 112. Cardiff, Ceredigion, Merthyr Tydfil and the Vale of Glamorgan were also down on the year.

Adult safeguarding is devolved, and the duties behind these referrals sit in the Social Services and Well-being (Wales) Act 2014. Section 126(2) puts the duty to enquire on the council: where it has reasonable cause to suspect a person in its area is an adult at risk, it must make, or cause to be made, whatever enquiries it thinks necessary. Section 128(1) puts the duty to report on a council's relevant partners, a list set by section 162(4) that runs past chief officers of police and Local Health Boards to NHS trusts, probation providers, other councils and the Welsh Ministers: “If a relevant partner of a local authority has reasonable cause to suspect that a person is an adult at risk ... it must inform the local authority of that fact.” Delyth Jewell MS, the Deputy Minister for Social Care, Mental Health and Women's Health, holds the safeguarding brief; Welsh Ministers make the regulations.

The release carries no narrative bulletin, only a one-line description, two data links and a contact box. Nothing in it separates the two readings a rise like this can carry, more harm happening or more of it reaching a council's desk. The figures wear two labels: gov.wales calls them management information, the StatsWales page badges them “Official statistics in development”. That page warns the data “may not be fully comparable between local authorities” and steers users to its Social Services Activity dataset “for long term trend analysis”. One month of the 29 is short a council: Wrexham filed nothing for August 2024. August's figures are due in October.
