Wrexham motion seeks contaminated-land checks and December report

Wrexham councillors will be asked on 30 September to seek a county-wide approach to potentially contaminated land, including investigation funding and a public report on who is responsible for affected sites. The proposal is a notice of motion for the full council meeting, not an agreed programme of work.

What the motion would ask the council to do

Signed by all members of the Independent Group, the motion proposes six actions. These include giving residents clearer information, approaching the Welsh Government and Natural Resources Wales about joint working, and discussing responsibilities with landowners and other public bodies. It also calls for funding representations to support environmental investigations and risk assessments. The document does not identify an agreed funding award or set a budget for that work.

A report back in December

The motion asks for a report to full council in December 2026 covering the authority’s current responsibilities, the organisations responsible for other relevant sites, known or continuing investigations, and potential funding opportunities. That would give residents a defined point at which to look for a fuller account of responsibility and investigation, if councillors approve the request. It would not itself establish that a particular site presents a health risk.

Investigation before a clean-up decision

The document argues that credible evidence or reasonable concerns should lead to appropriate investigation and risk assessment. Where investigations identify unacceptable contamination, it proposes making land safe for its intended use wherever reasonably practicable. The motion recognises that responsibility can sit across the council, private landowners and other public bodies. It also says investigation and remediation costs can exceed the resources of individual councils, which is why it seeks Welsh Government support.
