Cardiff plans more choice for families seeking care-home places

Cardiff Council wants to change how it finds care-home places for older people, with families offered a choice of suitable homes through a new framework. The proposal follows council analysis that identified dementia nursing as the hardest permanent care to arrange. The council announced the plan on 9 September. It is due before the Community and Adult Services Scrutiny Committee on 14 September and Cabinet on 17 September. The new proposal awaits a Cabinet decision.

Where the current system struggles

An April 2026 council paper found that 39% of dementia nursing placements offered through its approved-provider system received no bids when first put to market. It also identified residential dementia respite as the most requested placement type. The paper said 57% of all care-home placements were being made through direct awards, with social workers sourcing most residential care directly from providers. These are findings presented in April, not a fresh September count. A request receiving no bid does not establish that someone went without care.

What families would be offered

The April proposal set out a city-wide framework of homes meeting price and quality requirements. Families would choose from suitable homes with a vacancy that confirmed they could meet the person’s assessed needs. The latest inspection report and published quality ratings would help inform that choice. The September announcement continues to promise quality standards, family choice and a new pricing model. The council says it wants to improve dementia and nursing care access, hospital discharge and respite availability. Those are its aims, rather than results already achieved. The announcement gives no confirmed implementation date or new fee table. The next steps are scrutiny and the Cabinet decision.
