An expert panel advising on a new economic development agency for Wales has begun its work, with recommendations expected after about six months. The 11-member group, chaired by Jonathan Lewis, met in Cardiff on Wednesday 21 October alongside enterprise minister Adam Price. Its task is to advise on the design of the proposed agency. The meeting does not mark the launch of a new operating business-support service.

Businesses and unions to be consulted

The panel has begun discussing its priorities and how to gather evidence from businesses across Wales. The Welsh Government says it has started reaching out to organisations including the CBI, Federation of Small Businesses and Make UK. Lewis said the work would also involve unions, organisations already supporting businesses and other stakeholders. He described panel members as volunteers contributing their time and expertise. The government says their recommendations will be a central part of its programme to deliver the agency.

A design process, with decisions still ahead

Price linked the proposed body to his ambition to halve the productivity gap between Wales and the rest of the UK within ten years. That is a government target, rather than an outcome established by the panel or a forecast of what the agency will achieve. For businesses, the immediate development is the planned evidence-gathering process. The announcement does not set out a new grant offer, an application window, the agency’s budget or a confirmed opening date. Those details remain to be established as the design work progresses.
