Powys hospital petition passes Senedd debate threshold

More than 10,000 signatures qualify the petition for consideration for a debate. The health board’s separate consultation is open until 10 January, with no final service changes decided.

What the threshold changes

The Petitions Committee will consider whether to ask for a debate in the Senedd chamber. Passing 10,000 signatures does not guarantee a debate, order an inquiry or overturn a health-board proposal. The Senedd says the committee considers factors including the issue raised, urgency and the proportion of signatures from within Wales. The signature total records support for this petition; it is not a representative survey of Powys residents.

The petition asks for an inquiry and debate on rural healthcare before any change to bed numbers, services or hospitals. It remains open for signatures until 22 March 2027. Cover reported the earlier 2,000-signature milestone in September; the new development is that the higher debate threshold has been crossed.

The health board consultation is a separate route

Powys Teaching Health Board opened its Better Together consultation on 5 October. It runs until 10 January 2027 and covers proposals for adult physical and mental health, urgent care and some diagnostic services. The board says no decisions have been made about future service changes and all options retain services at every community hospital site. Its September options also envisaged inpatient beds on fewer sites as care in homes and communities expands. Keeping services at a hospital site therefore does not promise that its current inpatient beds would remain.

How to give views on the proposals

Residents can read the consultation documents and complete the questionnaire through the health board’s Better Together website. Local drop-ins, online events and alternative formats are also listed there. The board says feedback will be independently analysed alongside alternatives and new evidence. It expects a post-consultation decision case no earlier than spring 2027. Signing the Senedd petition and responding to the consultation are separate processes, with different closing dates.
