£100 payment confirmed for Welsh households in council tax bands A to D

Every household in council tax bands A to D in Wales is to receive a £100 cost-of-living payment, Finance Minister Elin Jones has confirmed. The Welsh Government says it can go ahead because the UK Government responded positively to its calls for funding to make the payment possible.

What the statement says
In a written statement on 28 October, the Cabinet Minister for Finance said the payment is for all households in bands A to D. The statement links it to the cost-of-living measures in the UK Budget, which it says will help ease pressures on households across Wales, including energy costs. It does not set out when the payment will be made, how it will be delivered or whether households must apply.
The wider Budget picture
The same statement says the Welsh Government will receive an extra £448m over the current spending review period, excluding changes from employer pension contribution savings. Resource funding will be 0.5% lower in real terms next financial year, and capital funding almost 10% lower in real terms by 2029-30. Elin Jones said: "This was not a UK Government Budget that delivered for Wales." The Welsh Budget will be published on 17 November 2026.
